API Nonprofit COVID-19 Needs Assessment: Follow-Up Survey (August 2020)

As the only API-focused community fund in Southern California, APCF has heard anecdotally from our Network Agencies on how their operations, programs, and communities were being impacted by the pandemic. Speaking 34 API languages, these API nonprofits are on the front lines of providing in-language services and resources in culturally responsive ways. In response to COVID-19, APCF developed the API Nonprofit COVID-19 Needs Assessment in early April to capture the operational and funding needs of the API nonprofit sector in Southern California, and to help inform our collective advocacy to local policy makers and funders on supporting our diverse API communities.

About 5 months into local stay-at-home orders, APCF conducted a Follow-Up Survey in mid-late August to continue tracking the needs of the API nonprofit sector in Southern California. APCF recently completed the report with responses from 37 API-serving nonprofits of all sizes, budgets, ethnic groups served, and service deliveries throughout Los Angeles and Orange Counties, with a repeat response rate of 92% between the initial needs assessment and follow-up survey.

Key Insights:

  • 57.9% are unable or uncertain to meet their annual budget needs this year – 71.4% of smaller nonprofits with less than $1 million annual budgets may not meet their budget needs this year, compared to 41.2% of larger nonprofits with more than $1 million annual budgets.

  • 78.9% applied for a PPP loan, with 66.7% of smaller nonprofits vs. 41.2% of larger nonprofits.

  • 55.3% do not have reserves or endowment fund – 76.2% smaller nonprofits do not compared to only 29.4% of larger nonprofits.

  • Of those with reserves/endowment fund, 35.3% had reserves that were 1-10% of their current annual operating budget.

  • 70.6% of those with reserves were not sure when to use them.

  • 39.5% will pivot their annual fundraising events as virtual, but only 23.8% of smaller nonprofits compared to 58.8% of larger nonprofits.

  • 68.4% received funding from Foundations during the crisis – 57.1% of smaller nonprofits vs. 82.4% of larger nonprofits.

  • 13.2% have yet to receive any help, including from Foundations, Government, or Nonprofits – 19% of smaller nonprofits compared to just 5.9% of larger nonprofits.

*Smaller nonprofits defined as having annual budgets of less than $1 million; larger nonprofits defined as having annual budgets of more than $1 million.


API Nonprofit COVID-19 Needs Assessment (April 2020)

In early April just several weeks into local stay at home orders, APCF developed its API Nonprofit COVID-19 Needs Assessment to better capture the operational and funding needs of our API nonprofits, and help inform our collective advocacy to local policy makers and funders on supporting the diverse API communities uniquely served by this sector. The needs assessment was conducted during the first few weeks of local stay-at-home orders and during a time of rapid increase in COVID-19 cases.

APCF completed the report with responses from 45 API-serving nonprofits of all sizes, budgets, ethnic groups served, and service deliveries throughout Los Angeles and Orange Counties.

COVID-19 Impact on the API Community in California

  • 220 API community members in California, or 18.8% of total deaths with known race data, passed away due to COVID-19 (as of April 22, 2020).

  • 3,356 API community members in California, or 14.2% of total cases with known race data, confirmed positive to COVID-19 (as of April 22, 2020).

  • During the COVID-19 pandemic, APCF has heard countless stories on how this crisis has impacted local API communities from the community-based organizations serving this diverse community

  • Speaking 34 unique API languages, APCF’s Network of 56 API-serving nonprofits are often on the frontlines of providing services, information, and resources in culturally responsive ways.

API Nonprofit COVID-19 Needs Assessment

  • APCF believes that our API communities are best served by nonprofits that speak their language and know their culture.

  • In response to COVID-19, APCF developed a brief needs assessment survey to capture the operational and funding needs of the API nonprofit sector.

  • Backed by data and amplified by collective voices, findings from this assessment will inform collective advocacy to local policy makers and philanthropic leaders on the needs of our API nonprofits and the communities they serve.

  • 45 API-serving nonprofits across Southern California responded to the survey between April 3-17, during a time of rapid increase in COVID-19 cases and implementation of stay-at-home orders in California.

State of the AAPI Nonprofit Sector

A Special Look At Asian American/Pacific Islander (AAPI) Nonprofits in California

• What is the state of AAPI nonprofits in California and more specifically those in LA County?
• How are they fairing compared to other/mainstream nonprofits?
• Are they really more challenged and if so, why?

By partnering with the Nonprofit Finance Fund as they conducted their 2018 State of the Nonprofit Sector Survey, we were able to gain a better understanding of the state of AAPI nonprofits.

Presented by the Nonprofit Finance Fund, this webinar will explore some of the unique characteristics and experiences of AAPI-serving organizations in California taken from a sample size of about 3,400 respondents across all 50 states.

Survey highlights include:

• AAPI nonprofits face similar challenges to other nonprofits across the country, including concern for the people they serve, rising demand and funding challenges
• Some challenges hit AAPI nonprofits harder, such as leadership staffing and the impact of federal positions and policies
• AAPI nonprofits are also thriving with more diversity in organizational leadership and opportunities to collaborate and grow
